Pubic Hair mods inconsistent?

I have all of the mods in place for all the girls, with no deviation therein. All the files are kept the same, yet not every girl has pubic hair? Nyotengu does, which is what I wanted, but Ayane doesn't... I even have the Hi-Metal V.3 which should allow me to change with M + 2, yet nothing happens....I don't have anything extra in place, and I shouldn't have anything colliding with it. Is there a separate mod I need for that? I'm still relatively new to all of this jazz tbh.
