Cant take some quests

I've set up the game and noticed there are some quests where if i try to go down the voice tree to take a quests i get a muted line and the conversation ends and i don't get the quest.

Examples are Adrienne Avenicci where I can't get the quest to deliver the Sword, Or if i talk to Lucan at Riverwood trader I get the same muted line and it doesn't continue on to the quest.

 

Anyone have experienced this or have any idea of where i should start looking?

 

Edit: Seems to have been fixed when i uninstalled Devious Adventures SE Alpha 0.95 if anyone else stumbles on this with the same problem

Found Problem

There's also a Vanilla issue that can prevent quests from being given, it has something to do with certain quest types, like if you already have a radiant favor quest for someone, you might not be able to pick up another radiant favor quest from another NPC.  So if you run into this again, check your quest log for similar quests and try and do those, and then see if you can get the new quest.
