Dragon stuck in the air + often passive enemies

A dragon attacked Dawnstar and it's just stuck there. Reducing its health to 0 left it stuck there, with the enemy marker still in the compass.

 

Another problem is that around half the opponents I encounter just stand around. I can talk to them. And sometimes they don't aggro even after I attack them. It does also affect humanoid opponents.

Have you added or removed any mods since starting this character?

 

Does the issue happen if you go back to a previous save? 

 

If yes, what happens if you make a new character (move all your saves to a different folder first)?

 

I see you are running Naked Defeat, do you have the harmless option turned on?

 

Editing to add a better description of what I was thinking earlier:  There could be an issue with Naked Defeat, if your character was not removed from the "Harmless" faction after being defeated.  I'll quote from Nymra's Naked Defeat page:

Go to MCM "Factions" tab. When Naked Defeat starts you should become member of the "Harmless Faction" (True) - appears at the bottom for me of the MCM page.

If Naked Defeat is over, you should no longer be in that faction.

Harmless Faction is friends with all and everything (except for the typical skyrim oddities and mods that I did not track yet) and prevents NPC from attacking you.

So if you are attacked while in Naked Defeat -> check SUM MCM for harmless faction

Also if Enemies dont attack you afterwards -> check SUM MCM for harmless faction

 

It might be a good idea to try checking your factions with SUM, even if it's not specifically the Harmless faction issue, it could be something similar being caused from a different mod.
