A lot of stutter when outdoors.

Hi. I'm having this issue for a while now. I can run the game with stable 40-60FPS when indoors or inside the cities, but when outside, I constantly get stuttering. I have been trying a lot of different things to solve this, every time running the tests with a new character. I don't know much about modding and coding, so keep that in mind.

 

Vanilla runs well, but modded gives me a lot of stutter, to a point where I can't play properly when outside. I am using a big load order, and have tried disabling some mods, but the games doesn't even run if I do this. By disabling Visuals and Graphics mods (ELFX and Vivid Waters), I believe it got a little better, probably because of ELFX.

 

Also, I have seen that monitor refresh rate and FPS changes might cause problem, so I tried 60hz with and without Vsyn and 40hz with and without Vsync. Didn't helped much.

 

Another thing might be scripts. But as far as I know, the game start having script lag only hours after playing the same save, and as I already said, I'm always creating a test character whenever I try something new.

 

I'm using a I5 8th generation and a GTX 1050 Ti. Have seen people stating that they get good performance with same GPU. If anyone has any idea and can help me with that, I really appreciate.

Edit: Ran Elephant's Script Latency Tester and I saw big numbers when outdoors. Normal is 60-80 according to people on the internet, I got these numbers sometimes, but also 100+ other moments.

got 9900k and 3090 and i get stutter outside but im running a crap ton of mods.... inside its flawless i think its just a combinations of

how many NPC type mods you got
hows the weather out is it snowy or rainy
do you got them high tech grass mods/textures etc.

I moved some my textures from 4k to 2k and its improved a bit but it slows down when i got Devious devices items on.

Am also using 3bbb so ya im just going to chock it up to running to many things at once at least in my case thats what ill go with and just make sure to try and only do the bibness inside.

I was going through all my mods today so i feels ya pain!
