Naked background characters help

Hi everyone. I just started using WickedWhims and have a question. When I’m out at public lots, such as the gym, background characters will walk around naked on it. I do not have any nudist/clothing optional traits on these lot. How do you stop this from happening?

I appreciate any help or advice.
