Skyrim and Fallout 4 now super slow all of a sudden

So for Skyrim I was trying to fix a crashing issue so I decided to verify the game files to see if that would work and I open up the game and skyrim did it's usual thing were it scan's your computer to automatically set quality setting and it set the settings to high and since before the crashing started I had installed some performance enhancing mods so I kept it at high quality just to see if it could run well and so I loaded up the game to see if my efforts worked and it seems like the crashing stopped but the game was really slow with the high quality settings so I went back and changed them to my normal settings and loaded the game back up and for some reason nothing changed, the games textures are still really high quality and I can't change them!

 

So after a lot of failed attempt to fix that I decided to take a break from skyrim for a bit and play fallout 4, and things were good for a while till I decided to open up the launcher for once since forever (opening the game through Script Extender starts the game up without the launcher, at least for me) and right when I opened it up it did the same thing as skyrim where it scans the computer, it didn't recognize my set up so it automatically changed the game quality settings to low, so I went to options so that I could change the screen resolution to my new monitor as I had originally planned and while I was there I decided to "since I think I had my game on low graphic settings for the longest time" to see if it could handle medium graphic settings and when I opened up the game I had the exact same problem as skyrim, the texture quality doesn't look medium at all btw it looks like , I tried to change back but the texture quality remains the same no matter what I do!

 

please can somebody help my I love both games and since this problem showed up they both have become unplayable!? I tried using advanced options to change texture quality but the lowest option is medium(I can't remember if this is normal or not it's been a really long time sine I changed the graphic settings) and no matter what change I make in the options the game won't change!
