I'm not sure what is causing the issue.

For some reason when I start the game vault 111 is white and has a trippy lighting effect. I just started using Vortex so I'm guessing that's part of the problem. Here's my load order though. All dirty plugins have been cleaned in F4Edit. I'd appreciate any help you can give. I recently lost all my mods and everything with the new Windows 10 update because it wouldn't install. I just got Fallout 4 finished, and I'd rather not have to do everything all over again with installing.
