It's from the screenshots for an automatic grenade gun on nexus: https://www.nexusmods.com/newvegas/mods/47008. The grey harness part is from the flashlight(nvse) mod I think - although it could be a built in variation like the tactical corset mod has. No answers to the questions about it in the posts there.
