Fallout Frontier, TTW, and NV horrible stutter at start

I am getting a horrible stutter when during the party in vault 101. The previous scens played just fine, smooth PFS, but here it shows that I have 60fps but it looks like I only have 10fps. I know I essentially have 3 games loaded into NV right now and can be the problem, but I just wanna make sure.

 

I have went through the standard process with optimizing the game with ENBoost, NVAC, Tick Rate, OneTweak, 4GB patcher, iNumHWThreads and ThreadedAI, ect.

Aside from the fact I have 3 LARGE mods, the load order is rather small

 

 

[EDIT] I disabled Frontier and it cleared up, obviously not the ideal solution, but I will see what happens
