Breasts flattened and character model losing features when wearing devious devices?

Hey all, so I've been trying to solve this issue for quite a while now. This is for Skyrim Special Edition (which may in it of itself be part of the problem). I am also using Mod Organizer and not Vortex.

 

The breasts on my character are flattened when wearing the straightjacket (I'm sure it'll happen with other devices like harnesses, etc.). Not only that though, the entire character shape loses features. When I'm not wearing any devices my character's shape is totally fine. I've noticed that loading in the beginning the breasts are flattened, then the character shape goes back to normal, then they are flattened again. The load order of XPMSE.esp and CBBE.esp doesn't affect this. It's almost like it loads the correct shape it needs to for a split second before all the settings get erased. 

 

I've ran FNIS multiple times. I've tried messing with the settings in Bodyslide, doing solo builds, running batch builds, etc... I don't know what is causing this issue. I've seen multiple threads related to this but I have not seen anyone find a 100% stable fix for this. I don' really want to uninstall and reinstall the game. Has anyone managed to get this to work on SE and if so how?
