so what does it actually do? i heard it does something like resets the ability BUT giving back the perk points while retaining the bonuses from leveling up, can you do it only once or you can do it anytime the ability reach 100? (never get to lvl 100 though)

 

if that so, how would i level up Pickpocket again? by the time i got to 100, if i reset, there's nothing left to steal iirc

You Get All Your Perks Reset And Given Back As Perk Points And The Skill Starts Back At 15 ...

But TBH I Dont See The Advantage Of It You Dont Really Gain Anything And For Some Skills Its Completely Pointless ...........

well by that you can replace perk points, and also gains new points (i.e leveled sneak to 100, got 5 perk points from there, leveling up again will give more than 5), but i got a question about pickpocket, how to level it up again? by the time i reach 100 almost no one have anything good to be stolen for

I go ahead and guess there just isn't anything to be lockpicked then because Bethesda probably didn't think this through. They basically just gave us a weaker version of what Elys' Skyrim Community Uncapper is able to since months, allow you to increase your skills in order to get beyond level 81 but with http://skyrim.nexusmods.com/mods/1175 you can not only do that without sacrificing skill-level but you can also configure it to your liking.
