There are plenty of people editing, overhauling and populating the Sims worlds. Lemme share my favourite one with you: https://islerouxsims.tumblr.com/tagged/dizzy-isy Every household is custom made (base game, no CC), very well done, hella pretty too and they all have a story. If that's not what you are looking for, you could still save those households to your library and use them in your own save file ?
