Unassignable settlers bug

This has eventually happened to me every time I have run through the game.  Apparently it is a glitch in the engine Bethesda uses to run the game having to do with the amount of building that you have done, which makes problems for the settler structure.  According to the unofficial patch people Its a limitation of the workshop script: if you go over a certain number of settlers and assets an array is filled which can only hold 128 fields then any later scripts never get a chance to run so settlers cant be assigned, moved, etc.   It also looks like mods that add new settlements or dramatically change existing settlements make this happen faster.I saw a comment from someone that these following two settler mods from Nexus help with it (but I couldn't tell if the person was saying that these fixed it, or that he hadn't encountered it because he was running them:
