MCM Blanks Out and then Comes Back

First I need to say that I have a lot of mods running and some with intrusive scripts.  Still the game seems to run pretty good with only an occasional crash.  My only issue is at approximately level 30 my MCM menu starts blanking out.  I can get the list of mods but the mod specific menus are just blanks, it gets progressively worse until they simply stop showing for a time and then it gets better after a few levels and everything is normal again.  The only way I can access my mods reliably during this time is to save the game, load the game and just as soon as the game is loaded go to the MCM and all the mods will have access again.  The same thing happens when I try showracemenu in the console.  I think it's a memory issue but why does it seem to happen around level 30 get worse for a time and then clear itself out after a few levels?  This has happened consistently on at least my last five characters so it's been going on for some time.
