Headline Visibility Toggling Itself?

Hello! I noticed this problem while playing yesterday, but I turned the "headline visibility" function off at one point while playing around with options to try and fix a different issue I was having, but ever since then, the settings turn themselves off even after I've turned them back on. Does anyone else have this issue? Or is it maybe a known conflict with some other mod that keeps it from showing even if the system recognizes it as "visible" ? No Exception file has occurred but the mods I'm playing with are: 

 

-Basemental Drugs (Public)

-Wicked Perversions / Wicked Whims (Public) 

-Memorable Stories/Events 

-Slice of Life, but only kept the "Social Media Interactions" and "Phone System" packs, so I don't have any that would conflict with WW (self-woohoo, pregnancy, sickness, etc). 

 

Before I toggled it off for the first time, it never disappeared on its own. It's only after I toggled it once that it has started malfunctioning. Namely, after a few minutes (4-10 irl mns), the thought bubbles and plumpbob disappear.
