Fo4 Creation Kit - Chance Effekt - need help pls

Hi. Im currently working on a mod that fully implements the Idea of naked gameplay.

I want to make a perk that gives you a chance on receiving damge to temporarely increase your damage resistance by a defined amount.

Also I want to diplay a SWF file with a sexy animation if you proc this effect. I already created some brand new slutty animations for this.

 

However I have no idea how to get this done. Any help would be highly appretiated.
