Anyone able to Mod for this game?

I Would like to make a few outfits for Saeko available who are only visible in some Sidequest and Mainquest Cutscenes.

Anyone can help me with that? what kind of pogram do i need?

There is a dude who made a mod like this on Nexus but there is a few outfit that are missing like towel or barefoot Saeko
