How to be an actual riding horse in Oldrim

I was playing around with a bunch of mods after finally getting this running again.  I was using Alternate Actors and versions of Horses on Patrol. My character took over the horse with the rider, but the horse (my character) was in control. Later a Dawnguard patrol got  off their horses and I switched to one of the horses. This time the rider mounted and the animation idle took control. Usually the animation fights AA transitions.  It didn't work with a Stormcloak patrol but there are others I haven't seen yet.
