Looks possible, even that sleeveless coat. I've seen really well animated capes in Skyrim, as well as hair and other things.

For the first one, the Fairytale armour has a similar look, but the skirt is quite puffy.

 

For the second, Saber Lily - Caliburn Armour has a similar length and style to second.

 

You would have to delete sections of it, though..
