more enchantments for skills.

I've been replaying the game for a while now and I just realized that the enchantments system is a bit lacking in some areas, and so I am thinking of making a mod but I have no idea how to make one.

all I want to do is add more enchantments such as (weapons you create are % stronger) since the base smithing enchantment only makes the item better when you improve upon it.

I believe that this  type of stuff doesn't require creation kit correct? 

main question, do i need some type of IT background or something? like scripting or similar stuff?
