Npc can be seen but not activatable/talkable, cloned npcs if that helps

I cloned a couple of npcs using placeatme to fill the room, problem is, they appear fine, but after a bit they are seen but not talkable, collision works, can cast spell on them, but i do not see a talk to activatable, disabling enabling not working, so does recycleactor, resurrect. i did delete some references using a save cleaner but only undefined and unattached, it's not game breaking, but annoying

 

any help would be appreciated!
