ctd around fellglow keep/shimmermist

I have gone through a lot of troubleshooting, and I've had ctd issues in the past in this area, but I thought I ironed it out, now I've gotten the quest to deliver the horn for elisif and I get a ctd any time I get too close to the shrine, which is smack dab in the middle of fellglow and shimmermist. I was wondering if any of you dudes could take a look see at my load order and try to help me track this down. I get no ctds anywhere else to my knowledge and the ctd only started after I started the horn quest.

 

I tried removing warzones, paradise halls and all addons, to no avail, as those caused this same ctd at this location in the past. I cleaned my current save, still crashes

 

ctd doesnt occur on saves prior to starting the potema quests(I dont have a save between starting the quest line and picking up the horn quest, my bad, but I did just steam roll through them to get the horn quest) and doesnt occur on new savegames

edit: I went back to my closest save that had no crashing, and I went through the process of making back my progress, to see if the issue is save corruption, it's not, the crashing definitely only starts after taking the horn quest from elisif. I used setstage to further myself in the quest, so I dont have to go to the effected area, but I preferably I'd like to find what's causing it in the first place
