Call me crazy but I use to work with an Olivia who has the same face as this sim.  Its freaking me out even though she has light brown hair (She cried for a week because she dyed it too dark once), brown or blue eyes (I can't remember), A cup boobs with the A Cup angst to go with them (She complained once that I like/dated this one girl at work because "she has boobs".  Note: "She HAS boobs" not "She has BIG boobs".) and some of her outfits match her sense of style aside from the choker.

 

Then again I do remember said Olivia has a doppelganger that is a nude model or something and she has the same boobs as your sim.... Did you base this Sim off of anyone?
