DD Armbinder bug confirmation?

Since a few versions of DD ago i had a bug with Armbinder where if equipped on NPC the message would not pop up. Equipping it on the PC works fine tho. I disabled every mod apart from DD and it's dependencies and the issue persists. I even reinstalled all 3 DD mods from scratch thinking something may have overwritten them but still the same issue. All other devices work without issue.

 

I opened the script for armbinder and another for gag, that i know for sure works fine and i can't see anything different. Can somebody try to replicate the bug so i know if it is only happening to me or if it is like this for everyone?
