Papyrus logs won't show up

A few days ago my skyrim suddenly started getting CTDs when opening save files for no reason, I thought this was odd since I haven't touched anything in a long while (almost a month since I last updated or installed any new mods), So as usual, I started to hunt for the issue in papyrus logs but I noticed that the game is no longer saving any of the logs for some reason.

 

Yes, I have made sure that papyrus logging is enabled in the Skyrim.ini file and made sure that the entire folder in /MyGames/ is not on read only, I say this because everytime I google these issues I see people mentioning this

One solution I found for this is to go to Vortex and in the save file manager use the "Restore Save Game Plugins" function but this is only a temporary solution for only one save file and if it happens again I'm unable to play on that save file until I use that function again, but even then it doesn't work all the time on some save files.

Also, I noticed the POP for some reason no longer installs when making a new character which is odd because it's listed on MCM in all save files (old and new) but it doesn't want to list all POP relateded stuff inside of it.

 

What could be the cause of this and how do I fix this?
