Force to stop function not working

[GGQWPP]

Hello, I found some problems about the force to stop of the game (Just like the guards will force you to stop when you have bountys). I have some mods like SL Adventure and SL Approach Redux doesnt show up the force to stop function( Since i havent played SSE mod long time ago and I remember at least SL Approach Redux have this function). I am wondering if i have a or some mods missing which make these mod doesnt work fine. Here is my mod list:
