Specific fps drop in city

I'm trying to find out why I get fps when I look a certain direction in cities like Solitude for example (looking towards the archway).

It's not game breaking, I go down to about 35-40 fps but it's really annoying when I have to frequently navigate through cities (really only solitude and whiterun), it only happens when I look a certain direction. Every other aspect of my game is stable except for this one issue and it's irritating me all day because no matter what I try, nothing works it seems.

Any help would be appreciated.
