What tools are needed to open and compress .pak files for Cyberdimension Neptunia 4 Goddesses Online? I have tried a few and they are not opening the .pak files as previous titles???

To quote what I found on another site, 
For unpacking I used UnrealPak which is part of the UE4 installation and can be found here:
x:\...\Epic Games\4.xx\Engine\Binaries\Win64

There's obviously some other tool I just happened to find but didn't try.

Hoping to possibly revive this because there are practically ZERO mods for this game.
