Light direction changes

I have a very, VERY annoying problem that I'm trying to fix for days and I haven't been able to pinpoint what's wrong.

Simply put, when I'm standing perfectly still, light&shadows are correct. When the character (or even just camera) are in motion, LIGHT REVERSES DIRECTION - aka when my character runs toward the sun, her BACK is lit up and she casts shadows TOWARDS the sun. Now that wouldn't be that bad but ALL shadows in fShadowDistance are affected, which means practically whole screen flickers between 'shadowed' and 'lit'. And that's just morning/evening.

During the DAY, the light actually "shines" from UNDERGROUND (when moving character/camera), which means that everything in fShadowDistance is covered in one giant, solid shadow - while everything past it is lit normally - it looks like effin solar eclipse.

I have no idea why this is happening - it happens semi-randomly (once it happens it refuses to go away no matter what), goes away randomly (managed to "fix" it twice by reinstalling ENB but today even that doesn't work anymore, so I guess it was a fluke).

My inis are generated by BETHini, the only mods that should affect light are:

NAT

ELFX (interiors only - this happens ONLY in exteriors though)

Prismatic ENB

ENB Light

Mods affecting camera:

Customizable Camera

3PCO

I have no idea what might be causing this. I just assume it's one of my mods (or a conflict of some sort) because even removing ENB completely does nothing with it (neither does save/reload, restarting game or restarting computer) - the same thing happens, only using vanilla pseudo shadows..

I even tried switching GPU drivers. I'm just about to give up, delete Skyrim and never touch it again with a 10m pole.

Every time I think I've "fixed" it by something I did, it only goes away for ONE SESSION ONLY, the next time I launch Skyrim, it's back:

2x by using different ENB preset

1x by disabling NAT

1x by disabling Quick Light

- however, as soon as I turned the game off, it's busted again. When I want to play again, the effect is back with a vengeance. I have absolutely no idea what might make game momentarily behave as if the sun was 12 hours away from it's position in the sky.
