Been looking, and found some that are retextures of SOS underwear, and another mod that has boxers, but are there any out there with actual girly panties for men? Or anything aimed at crossdressing in general?

I'm no expert on CC, but I'd say your best option is retexturing the speedo mesh from the base game. You'd probably have to do a UV unwrap or something to make sure it goes on right, so any cute girly undies textures you got may or may not work. Good luck finding and/or making something, man.
