How do I message someone through there profile, but not their profile feed?

Title says it all.  Trying to message someone, but the Profile feed area for comments cut's off part way through each comments.

Hit the button which says "Send me a message" on the right hand side just above your number of likes.

 

If it is not there then the user has disabled it and does not want PMs active.

I can't see that button on anyone's profile, even if they've specifically said it's there.  Is it maybe in my prefs that I can't see it?
