little help with ini tweaks

In some places with lots of building or my custom settlement, im losing fps. What are my best options to change? I have barely any experience with tweaking. 

Changing shadow filter to 2, what does this do?

Hi,

 

Tweaking your ini's may give you some fps, but the best way to do it is to download some mods, search for fps on the nexus, there are a lot of texture mods and tutorials, is a complicated stuff cause you want to custom your config, not just change some stuff because i did.

but i do not agree with you on this. My only texture are for the male body's and vivid fallout best choise. The game plays fine with 60fps with some dips to 50fps. I also understand the low frame rate at crowed city's/buildings or a large custom settlement because of the game's poor engine. However i also know that my shadow settings at set at high except for shadow distance wich i had put on normal. My question basically is am i allowed to change any value to anything. Lets say i want to put both shadow filter to 2, do i need to change anything else, like shadow resolution for example, or am i allowed to leave it at 2048? 

 

I heard installing mods to gain fps are bad for long term wich causes problem later in the game (example: scrap anything mod). And my game is really just vanilla with vivid fallout and AAF
