There's a Patreon user named sims4imagination that makes custom sims of real people. You have to pay $5 a month to unlock the posts where you can make requests, and even then it's not a guarantee that they'll make the one you asked for. However, that maker does seem to have a penchant for Asian internet personalities, so they might already be more familiar with this gal than a lot of other people would be (and you might find some other ladies you like in the archives that you'll unlock with your patronage).
