Hi, just wondering if there's a way to have sim sex autonomy for everyone except for one of my specific sims?

You could try buying them the Sexually Abstinent trait with satisfaction points. I'm not sure if that would prevent them from having sex manually as well.

Sexually abstinent should prevent them from having sex with others. Or you could use a cheaty way by shift clicking your sim then > wicked > disable sex autonomy and it will be not included in the autonomy.
