Raise autonomy for specific lot?

I was wondering if there is any way to raise the autonomy for sex interactions on specific lots? I don't want sims going crazy everywhere during general play but I had the idea to have a swingers nightclub of sorts where it would be cool to just switch off sims inhibitions while they are there.

you can edit the lot to allow/disallow sex interactions by lot or room. In build mode, in wall decorations there are signs with different options like allow ou disallow nudity and/or sex. oh and you can give the lot the "hypersexual" trait too... so sims have more inclination to have sex.

Sadly not quite what I was aiming for. I generally keep my game at low settings so that I don't have sims going it all the time everywhere but I wanted to have the club be a location with kind of a "what happens here, stays here" and it's just this place of free spirited debauchery. I did try setting it up with the hypersexual trait but everyone still seems to be acting normal.
