Need help making a simple dialogue mod, What’s with the reference aliases?

I’ve only ever made house mods and am totally new to quest and dialogue modding, and its a bit confusing. I’m struggling with reference alias and what those mean.

 

What I’m trying to do is, I think, very simple:

 

When encountering my custom NPC, I want a dialogue option “Don’t be a stranger” to which the NPC would reply “I’ll see you when I see you”. This is supposed to start a quest named TrackMyNPC_01 so I can find them on the map with quest tracking label “Holdran is Roaming Tamriel”. If talking to the NPC again, I want to create a new dialogue option “Care to share a sweet roll with me?”, and a reply “Oh, how sweet! Sure thing”, and complete the quest. This should be repeatable.

 

The workflow is my problem, the tuts I’m reading are very specific for other purposes and nothing works in my mod yet. I wish I understood how quests and dialogues are supposed to be structured.
