NCR Rearmed (Requesting Help)

I need help buffing the NCR against the Legion. The legion rearmed mod left the legion overpowered even when against the NCR Rearmament mod. I need to go into the NCR lists and buff them, but their lists are too numerous. I would love to give the NCR tiers of weapons and especially enhance their patrols with some of Millenia's weapons. 

 

Tiers:

lvl 1 - Service Rifle

lvl 10 - One of Millenia's Shotgun

lvl 15 - Assault Carbine

lvl 17 - Marksmans Rifle

lvl 20 - Light Machinegun

lvl 22 - M14 - Millenia

lvl 25 - Bushmaster m4a1 - Millenia
