[SOLVED] White shadows under hair

I disabled my mods (both sides of mod organizer 2), re-installed skyrim se and skse, and set my graphical settings as low as possible (the picture is before I turn the graphics down), and it's still happening.

 

EDIT: I tried backing up then deleting my Documents>My Games>Skyrim Special Edition folder, and it cleared up the problem. I still haven't figured out what's causing it, but I at least pinpointed it to that folder.

 

EDIT: Okay, there's something wrong with my Skyrim.INI file. I deleted and regenerated a new one and it's working fine. The problem I have now is I tried regenerating the Skyrim.INI in my Mod Organizer profile and replacing it with the one from MyGames>Skyrim Special Edition, but the problem is still there.

 

EDIT: Okay, so I deleted all the INI's that the profile can take from the vanilla folder and regenerated them and it works fine. The corrupted files could be opened with Notepad++ and using comparison tools, I found that they're identical. I used BethINI right before it happened (with Mod Organizer closed), so I don't know how, but I think it caused it.
