do anyone know why i cant install this mod it keeps saying "failed to install mod" i have no clue why

I don't use that one but it might be a packaging problem. Some of the older mods have that problem. You might try looking for another version of it. There are different versions on nexus as well as Here . You can translate the listings but if you translate the download page the download will fail.

i didn't see that biker mod on that site unless it has a different name

This isn't the same I don't think and it works in my game, you might try it. This replaces the Jacket I think and not the army outfit.
