Screen Overlays

There is a mod called Gasmasks, Hoods & Devious Overlay Graphics that added neat overlays in first person for devious devices. This mod is reliant on another mod called Helmet Overlays over on the nexus. I like this mod but I want the overlay to apply to both first and third person view. 

 

When I search for Skyrim overlays on Nexus, Lover's Lab or Google all I can find is information on the mods above or about skin overlays for RaceMenu.  I can't find anything about a mod or process to alter the overlay for the whole game. I know it's possible because other mods add their own overlays/filters/displays but I can't find any information on how to do it. Perhaps I just don't know the terminology to search for.

 

I want to create a mod that applies an overlay when certain times are worn without taking into account the camera perspective. In theory this would prevent player's from escaping the effect by switching perspectives and would be compatible with all the immersive first person view mods.
