Can additional Raider settlements calm down a faction with less NW claims?

I gave the Operators and the Pack more territory than the Disciples in Nuka World (because there's not enough territory to satisfy all).

Has anyone tested if it's possible to calm down those maniacs if you grant them more Commonwealth settlements?

If so, how much? And if not, please let me know :­D

Having played the Nuka World DLC a number of times, Bethesda made it so it is impossible to please all three factions. That includes giving a faction settlements in the commonwealth. I tried with the Disciples by giving them settlements, and after the quest home, sweet home, they still turned on my character and had to liberate our settlements from them.
