Sims refuse to have sex?

For some reason after moving a couple to Sulani beach home, they keep on refusing to have sex with each other from Wicked Whims.  The Sims 4 default WooHoo works OK.  Both Sims have formed a loving relationship., so that time is OK.  Its only in the Sulani location, the other locations Wicked Whims sex I working ok.  However they are able to have self sex (masturbation).  Any help please, or could there be something in the settings?  I have tried a reset, no difference? Help Please.

Have you enable in the sex setting to always agree to have sex?
