Package includes 15 Maxis skirt swatches.  The skirt is listed under both socks and leggings, this allows you to combine the skirt with any bottoms/underwear or no underwear at all as well as either socks or leggings.  If you want socks with the skirt, choose the skirt under leggings.  If you would like leggings with the skirt, choose the skirt under socks.  You will not be able to use both socks and leggings at the same time with the skirt.

I would download this again but the effort to make it so when the its invisible when I have the normal skirt on then visible when its off again but be too high for me tho lol. What was upgraded?

That's why I set up 2 identical outfits, but one with the bunched up skirt, and one with the regular.  I can easily swap between them then.  The upgrades include making the skirt both a sock accessory and a legging accessory so you can still have either socks or leggings with it.  It used to only be in the leggings slot.  I also removed the panties, so you can add whatever panties you want with it or be nude.

I have 1 outfit, the bunched up skirt set to a ring and made a new skirt that hides the ring. So when an animation requires no pants the skirt is removed and the ring skirt becomes un-hidden, resulting in a very smooth transition. Did the same thing with the naughty boy pants. If my sims are gonna fuck they can undo their own pants.
