I haven't modded DOA in a few years, I do remember you needed a certain .exe file and of course some of the tools here. Anyone have links to updated tutorials/information? Or be willing to help in this thread? Thank you as always.

what do you want to do exactly?, a few months ago a person asked for help to make a see through mod, I did a quick tuto for that, but it turns out that the person did not even knew how to use blender, not even knew how it works or how to load a model, it was frustrating because it made me feel like I wasted my time for nothing, it was as if he wanted to nail his first mod on his first attempt without ever having touched the tools before, the tutorial is still on if you want to check it.

Forgive my lack of information in the first post. I simply want to get up and running using some of the mods the community has provided. I remember from a couple years ago, you need a certain .exe of the DOA5, which needed to be a certain patch. That file was available through some Chinese website etc. Also I forget what tools are some of the standards here to get up and running apply and using mods. Not necessarily making mods.  I own a legit version through steam, I assume its the most up to date version before they stopped updating the game.

This is the best beginner modder tool that has ever been created. Everything is elementary simple.

I think modderbase has some resources like those special exes that you mention also, you can look for Autolink, as far I as I know you can use this tool in legit steam copies, this tool Autolink is to use mods way more easily that custom DLC's or lnk_reshuffle, you just make a faolder with the character name and drag and droop all the mods for it and in game in the character screen select the mods that you want to use, it doesn't replace anything, itt's a very useful tool. That file above that someone posted it is a tool to view your models, and you can make some changes in them using this tool, like swap textures, delete some parts from the costume, like skirts, shirts, it's really helpful but it doesn't make miracles.
