How do I get this mod to work?

I'm new to this whole website and mods in general. I place the ooOLaLa mod in the mods folder and everything, however, I can not figure out how to get it to work in the game. I also clicked to enabled scripts and mods, so that's not the issue. Do I need to enable cheat codes orrr?

@Offguards The best advice i can give you is this= Please read the mod descriptions before downloading/installing any mods.

Doing this will answer most, if not all of the questions & problems that new members/mod users tend to have.
