Depends on what you want to do.

 

Short answer: No, having dlc's isn't a requirment unlike many other games, unless you want to SPECIFICALLY make it tie into a dlc .. by example disease. (reapers due).

 

That said, dlc does add gameplay functions, so its not like story packs either.

 

If you're serious about wanting to mod, be warned .. its not as easy as it looks on first glance. If you want to get started, a good way is to take a mod like dark world reborn and LITERALLY scan through every folder and text file :P you'll see how the events ping to eachother, and how a mod is build.
