What tools do I need to convert Type 3 Armor to Type 3 H Cup?

Hi guys. I'm going to put this in the most basic form.

 

I am bored out of my mind so I need a project to entertain me. I want the project to be converting every vanilla Fallout 3 outfit from Base game to Zeta to the Type 3 H cup body present in beware of girl.

So far I know I need GIMP along with some Plugins and also I know I need Nif scope, Python and Blender. This is according to the information I have found here http://forums.nexusmods.com/index.php?/topic/112021-fallout-3-modding-links/ PLEASE tell me if it is outdated!

 

Also I know I will need permissions etc from mod authors but I doubt that will be hard to get so I'm not too worried about that.

 

Anyway. I am wondering what else I need and also does anyone have ANYTHING they can contribute to help me such as tutorials and advice etc.

 

If I can figure this out then I will likely do New Vegas as well, but that is LONG in the future.

edit: im stumped. im trying to follow this guide http://wiki.tesnexus.com/index.php/Creating_an_armour_for_Fallout._Part_1#Overview but everytime I try drag the nif into blender it does not work. help!
