CTD at a few specific locations

I'm a decent way into my current play through of skyrim done civil war, became the Arch-mage and done lots of side mission etc but now anytime i try and go to Winterhold exterior my game is crashing and i have had not luck in figuring it out myself. Not sure if it is due to a specific quest updating or not as i have explored these areas before. My latest save is at level 45 however one of earlier saves at level 37 i can explore the outside of Winterhold perfectly normal. also i can coc to the inside of buildings at Winterhold fine. i have tried disabling mods 1 by 1 and starting with the mods necessary to make the save load and that hasn't made a difference. i have also tried waiting 30 in game days for the exterior cells to reset which made no difference either
