[solved]How to fix skirt sinking into butt?

I used blender to move out the skirt bone which sink into butt, than export tmcbone.

Use TMC Bone Tool import tmcbone and TMC file ,press 'Phyiscs' 'recal' than save the TMC file.

but still can fix that just like the pic below 

Could anyone teach me how to fix it ？thanks
