Flickering Box around magic

I've been getting a weird flickering box around fire magic and I don't know why  I've uninstalled all fire based mods I have and tried without them and it still does it, however further digging revealed that NAT was involved somehow but I have no idea how NAT effects fire magic nor how to fix such an issue, anyone run into this before and found a fix? some sort of edit on SSEdit perhaps?
